Start a new business is now an option for many people. Yet, there are still very few initiatives turned to the development of entrepreneurship among disability carriers, even though there are a large number of people with this condition in Brazil. In this line, the present study sought answers to understand how the development Institutions can stimulate disabled people to be entrepreneurs, aiming to propose guidelines to stimulate entrepreneurship among people with disabilities in the State of São Paulo. Such proposal had as foundation secondary and primary data. It is an explanatory study with qualitative approach. The gathering of primary data was done through interviews with representatives of Institutions that promote entrepreneurship and people with disabilities who intend to be entrepreneurs. The main results obtained with the narrative analysis showed the importance of creating actions for people with disabilities, presenting advantages and disadvantages in having a specific program for this purpose. The study contributed to a better understanding about actions that are offered to promote entrepreneurship for people with disabilities and also to propose guidelines that can help this process, aiming to make entrepreneurship an option of professional insertion for people with disabilities.
